Bob Straub has signed an order releasing an Oregon State Penitentiary inmate to the temporary custody of King County authorities to stand trial in Seattle on charges of murdering two teen-aged girls. Straub's office said today the governor had signed the release of James Edward Ruzicka under terms of the federal Interstate Compact on Detainers.

Ruzicka, 24, pleaded guilty in Washington County Circuit Court in Hillsboro, Jan. 13 to a charge of second degree rape in the March 6, 1974 attack on a 13-year-old Beaverton girl. He was sentenced to the maximum of 10 years. He had pleaded innocent by reason of mental defect to a first degree rape charge and was scheduled to stand trial Jan. 28.

Assistant Dist. Atty. Jerome Cooper said Lane County charges against Ruzicka involving rape, kidnap and robbery were dropped as part of the plea bargain. Ruzicka is charged in King County with the rape-slaylngs of Penny Marie Haddenham, 14, and Nancy Kinghammer, 16, both of Seattle. Oregon prison officials said today they had not yet received a release order on Ruzicka from the governor's office.

When they do, they said, they will notify King County authorities, who will then have 180 days to pick up Ruzicka under terms of the interstate compact. At the conclusion of King County legal proceedings against him he will be returned to Oregon to complete his sentence. BELLE VUE, Wash. (AP) -Somebody else hat some land for sale to the Arabs. Mrs.

Hood east of Portland while descending during a sudden snowstorm. Sheriff Bob Lynch of Hood River County said a gust of wind apparently blew Selden off the ridge about 3:30 a.m. Lynch said the victim was in his early 30s.

Two of Selden's companions, Dave Wilson, 29, and John Steveason, 28, both of Portland, holed up on the mountain to wait out the storm and were escorted down by rescuers Sunday evening. A fourth man, Vawter Parker, 29, Portland, skied down to Mt. Hood Meadows resort about 8:30 a.m. to summon help. Selden's body was recovered Sunday morning.

A rescue party battled blizzard conditions, including winds up to 60 m.p.h to reach the stranded pair via a chairlift that goes to the level. Wilson and Steveason, reported in excellent condition, were at the level. Lynch said the four men set out on cross-country skis from Hood River Meadow Saturday morning, intending to camp overnight, then traverse to Cloud Cap Chalet Sunday. The group had started up a ridge between Newton and Clark creeks, said Lynch, when a storm forced them to move downhill. A gust of wind then pushed Selden off the ridge, he said.
