Fannie Mae will provide up to $110 million in special financing for black families unable to afford big down payments; they will be able to put down as little as 3 percent to 5 percent of the home's value. Fannie Mae also committed to finance an unlimited number of mortgages for qualified families recommended by the National Association for the Advancement of Colored People, the nation's oldest civil rights organization. The traditional credit requirements will be eased for black families whose credit histories were marred by burdensome medical expenses. "We put all of our will and wallet behind it," Franklin Raines, Fannie Mae's new chairman and chief executive officer, told a news conference.

The goal is to allow African-Americans to become homeowners "without discrimination, without exclusion and without needless barriers and burdens." Raines noted that white 73 percent of white families own their own home, only about 45 percent of black and Hispanic families are homeowners. Fannie Mae has helped the NAACP generate more than $120 million of mortgage financing for its clients over the past five years, and the new program should help double or triple that amount, Raines said. Kweisi Mfume, NAACP president and chief executive officer, said the partnership is intended to help families that are "looking for a way up and a way out." The five-year nationwide program will begin in Atlanta; Austin, Texas; Baltimore; Charlotte, N.C.; Columbia, S.C.; Fort Lauderdale, Gary, and Richmond, Va. Fannie Mae is a congres-sionally chartered, publicly traded company that buys mortgages from original lenders such as banks. Fannie Mae retains some of the mortgages in its portfolio and packages others into securities for resale to investors.

The company reported last week that its profits rose to a record $3.4 billion last year from $3.05 billion in 1997, boosted by continued growth in its mortgage business. She lived in Baker and in Cabarton, Idaho, before her family moved to Middle-ton, Idaho, because it had a better school system.

Her father and a brother died when worked for Power Leonard J. and Davis Lumber Thoma which was later Santiam Lumber and then Willamette Industries. He rose to superintendent of both the sawmill and plywood divisions in Lebanon. After retiring from Willamette Industries in 1971, he worked five years as a real estate broker. He had served for 35 years and was president for 11 years of the board of the Lebanon Community Hospital Corp.

He was also past president of the Willamette Valley Fire Fighters. Mr. Thoma belonged to St. Edward's Catholic Church and belonged to the Knights of Columbus, where he became the first grand knight in 1949. In Lebanon he was a very active charter member and past president of Rotary Club.

He was also a charter member and past governor of the Moose Lodge, and officer and lifetime member of the Elks Lodge. He was a past president of the Lebanon Area Chamber of Commerce and past president of both the Pineway Men's Club and the Spring Hill Country Club. He enjoyed fishing in his earlier years and golfing in his later years. She also graduated from Pacific Bible College (now Warner Pacific College) of Portland. She taught in Apple Valley, Parma, Melba and Moscow, Idaho. She married Lawrence Kroesing Aug. 10, 1951, in Moscow.

They lived in Boise, Idaho, La Grande and Pendleton. They moved to Albany after her husband, a teacher, minister and counselor, had retired. Mrs. Kroesing was a homemaker who was afflicted with rheumatoid arthritis in her later years.
